Traverse the water to the south of your current position with Surf. With the exception of three trainers (who are complete pushovers if you got through the gym in town, which you did if you were allowed into the Dragon's Den), you'll only run into wild Pokemon while surfing here (and even then, most of the Pokemon you will encounter are in the form of paltry Magikarp). Once within the Dragon's Den, you can basically let down your guard.
